UGC informs universities about TRAI digital connectivity rating initiative: Here’s what to know

The University Grants Commission (UGC) has informed all universities and colleges about a new initiative by the Telecom Regulatory Authority of India (TRAI) related to rating properties for digital connectivity.In an official communication issued on January 29, 2026, the UGC shared details of TRAI’s framework that focuses on assessing and improving digital connectivity infrastructure in different types of properties, including educational institutions.

What is the TRAI digital connectivity rating initiative?

TRAI has launched the Rating of Properties for Digital Connectivity Regulations, 2024, which came into effect on October 25, 2024. The main aim of this initiative is to assess how well a building or campus is equipped with digital connectivity facilities.With the growing use of digital services in governance, education, business, and daily life, reliable internet and network connectivity have become essential. TRAI has highlighted the importance of strong Digital Connectivity Infrastructure inside properties to support technologies like 5G and high-speed broadband.

Who will conduct the ratings?

The assessment will be carried out by TRAI-registered Digital Connectivity Rating Agencies (DCRAs). These agencies will work with Property Managers to evaluate the digital infrastructure and ensure that the required standards are maintained.TRAI has also released a Comprehensive Digital Connectivity Rating Manual, which provides detailed guidance on how the ratings will be conducted.

Why is this important for universities and colleges?

TRAI has said that strong digital connectivity is critical for: Digital learning and online education, research and innovation, campus administration and governance, showcasing institutions as digitally ready and future-focused. A structured digital connectivity rating can help universities benchmark their digital infrastructure against other institutions, encourage investment in better and future-ready connectivity, and improve transparency for students, faculty, and other stakeholders regarding the quality of digital access on campus

What has UGC advised institutions?

UGC has said that universities and colleges may consider:

  • Obtaining a Digital Connectivity Rating for their campuses
  • Using the rating as part of broader quality improvement and accreditation-related efforts
  • Exploring ways to include the framework in digital learning and campus development initiatives

UGC has also informed institutions that they may appoint any empanelled Digital Connectivity Rating Agency listed on the official TRAI portal for this purpose.For any clarification or assistance related to the rating process, institutions can contact TRAI through the official email ID shared in the communication.Universities and colleges are advised to carefully review the framework and stay updated on further instructions related to the digital connectivity rating initiative.
