Delhi air pollution: Curbs on vehicles under GRAP-IV; all you need to know

NEW DELHI: Delhi Environment Minister Manjinder Singh Sirsa announced that two key restrictions under the Graded Response Action Plan (GRAP-4) will now remain in effect to tackle the city’s persistent air pollution.Speaking to the media, Sirsa said vehicles will not be provided petrol without a valid Pollution Under Control Certificate (PUCC) until further notice. “Out of the restrictions under GRAP-4, we have decided to make two permanent. First, the PUCC requirement: you will not get petrol anywhere without a PUCC certificate until the next orders,” he stated.The minister further stated that vehicles entering Delhi from outside the city that do not meet Bharat Stage VI (BS6) emission standards will also face restrictions.

“Vehicles from outside Delhi that are below Bharat Stage VI (BS6) will also face restrictions on entering Delhi,” Sirsa added.Curbs on vehicles under GRAP-IV1. If you have a petrol car

  • Registered in Delhi: Can drive in Delhi if the car is BS-IV or BS-VI
  • You can’t if it is BS-III or below
  • Registered outside Delhi: You can drive only if it is BS-VI
  • You can’t if it’s BS-IV or below

2. If you have a diesel car

  • You can drive in Delhi only if it is BS-VI—whether registered in or outside Delhi
  • Exemption: All vehicles engaged in essential services, electric vehicles and CNG

3. How to identify if your vehicle is bs compliant

  • Visit VAHAN portal of the ministry of road transport and highways and enter your registration number to see complete vehicle details, including BS norms
  • Check registration certificate as some states (but not all) mention BS stage
  • Check manufacturing date as BS-VI engine was launched in 2020

4. How the order will be enforced

  • Delhi has 126 entry points where traffic policemen will be deployed
  • Of these, 13 have RFID points. The concessioners at these points have data of BS standards
  • 37 Prakhar vans and over 500 traffic personnel deployed at borders as well as inside the city to check the norms
  • E-challan has been provided to police personnel, and once RC details are entered, the system automatically displays all relevant information
  • BS-VI cars have a hologram-based colour-coded fuel stickers with a green strip on top of the vehicle

No PUC, no fuel from Dec 18

  • A policeman and a transport official will be deployed at each petrol pump
  • All petrol pumps have ANPR cameras
