In a move that signals a new chapter for the Middle East’s music scene, the Dubai Culture and Arts Authority has signed a first-of-its-kind Memorandum of Understanding (MoU) with Spotify. The agreement was inked in the presence of Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of Dubai Culture, highlighting the high-level commitment to transforming the emirate into a global hub for creativity.This isn’t just a simple collaboration; it’s a strategic bridge between a government cultural body and the world’s leading music streaming platform. The goal is clear: to build a sustainable ecosystem where local musicians don’t just survive but thrive on the international stage.

Landmark music partnership in Dubai

A core focus of this partnership is empowering emerging musicians and creatives based in Dubai and the wider UAE. Under the MoU:

  • Joint programmes and initiatives will be developed to help artists build and sustain their careers.
  • Artists will get access to resources, tools, mentorship and training that enhance their competitiveness within the music sector.
  • Data and analytics insights will help musicians better understand their audiences and grow their presence online.
  • Long-term support will be provided to help creatives expand professionally and sustainably.

Both Dubai Culture and Spotify will work together to co-deliver initiatives that expand access to training, mentorship and creative opportunities aimed at helping musicians thrive in a dynamic global music landscape.

Vision for change

The leadership behind the deal emphasizes that this is about building a legacy. Hala Badri, Director General of Dubai Culture, noted that talent development is a core pillar of their work, stating that this partnership enables musicians to build “viable, long-term careers within a structured environment.”On the other side, Gustav Gyllenhammar, Senior VP at Spotify, praised Dubai as a city where “culture and innovation naturally intersect.” He highlighted that Spotify is committed to building a stronger local music ecosystem, ensuring that the unique rhythm of Dubai reaches listeners from Brazil to India. This aligns perfectly with existing Spotify programs like RADAR Arabia and the Fresh Finds Arabia playlist, which have already started giving regional voices a platform.
